Protection Analysis Framework
This adapted Protection Analysis Framework (PAF) guide is a simplified version designed to be accessible to a wide range of organizations, especially those representing minority groups such as persons with disabilities, women, youth, and LGBTQ+ communities. It aims to help all humanitarian organizations better understand and use protection analysis tools.
The document explains what the PAF is, why it matters, and how to apply it through a clear workflow, key analysis pillars, guiding questions, and practical examples. It also includes disability-specific considerations and is supported by a PowerPoint that introduces the framework and can be shared with others.

TOTA
TOTA is a project IRC led with Sida funding and NEAR advisory support that produced 21 adapted open-source toolkits in 2025-2026. Through collaboration with a variety of Global South actors and international actors and through simple editing, the effort adapted existing resources, translated them into Arabic, French, and Spanish, and made them freely available on an open-source platform for CSOs across the Global South. This adapted Protection Analysis Framework (PAF) guide is an adapted version of the full technical Protection Analysis Framework.
This version has been created with organisations of minority groups including Organisations of Persons with Disabilities, Organisations of Women, Organisations of Youth and Organisations of LGBTQ+ people.
Any organisation doing humanitarian work and Protection Analysis should be able to understand and use the Protection Analytical Framework resources. This includes local, national and international organisations. This adapted version aims to be easier to understand so that more people can use the resources.
