Gender-Based Violence Case Management Supporting Tools and Standard Operating Procedures

This toolkit provides practical and user-friendly guidance to support local and small organizations in delivering safe, ethical, and survivor-centered gender-based violence (GBV) case management services. Its main purpose is to strengthen daily case management practices in humanitarian and low-resource settings while complementing, rather than replacing, existing interagency guidelines. The toolkit focuses on three core areas: onboarding and mentoring caseworkers, helping organizations effectively train and support new staff, especially in high-turnover environments; improving the tracking and use of case management tools by offering clear guidance and checklists for consistent practice; and supporting communication when services are unavailable by helping staff communicate honestly, ethically, and respectfully with survivors. Throughout, the toolkit emphasizes key principles such as survivor-centered care, confidentiality, data protection, and ongoing supervision. By doing so, it helps improve service quality, strengthen staff capacity, support ethical decision-making, and enable organizations to operate effectively even when resources and services are limited. However, it is not a training manual, requires basic knowledge of GBV case management, and should always be adapted to local legal, cultural, and service contexts.
