In 2023, USAID and a group of 20 donors and 24 philanthropies signed the Donor Statement on Supporting Locally Led Development, committing to shift power, funding, and voice to local actors.

To turn this commitment into action, ODI Global, in partnership with EPIC-Africa and PASGR, carried out a 2025 scoping study (with support from the Conrad N. Hilton Foundation) to explore the creation of an Evidence Library on LLD: a one-stop resource for research, tools, and good practices.

The study found strong support, especially from Global Majority actors, for a shared platform that:

  • Pools scattered evidence and resources on LLD
  • Centres Global South perspectives on what effective impact and support look like
  • Strengthens peer learning, solidarity, and local collaboration

As the global aid system faces disruption and shrinking funding, the proposed library could play a powerful political and advocacy role: helping reimagine what a just, locally driven development agenda looks like in a post-aid world.

📚 This initiative could mark a shift from fragmented efforts to a unified, evidence-informed movement led by local voices.
